2001. America enters a period of Civil War. In the fallout, the newly built city-states of Pan Angeles and New Philadelphia border a vast radiation zone from Nevada to Ohio.

Refugees desperate to flee violent warlords inside the radiation zone are denied passage into the already crowded city-states.

Smuggling becomes a lucrative occupation for those skillful enough to break the law...
